WHITE PAPER & STRATEGIC PROPOSAL
TO: The Washington County Quorum Court and County Judge
FROM: Strategic Planning Division, OZY Community Stores
DATE: March 22, 2026
SUBJECT: The Washington County Sentinel Initiative: A Strategic Infrastructure Asset for Fiscal Resilience and Public Health
1. EXECUTIVE SUMMARY
Washington County is a unique demographic tapestry, home to the state’s flagship university, rapid urban expansion in Fayetteville and Springdale, and deeply rooted rural agricultural corridors. However, this diversity brings fragmented challenges: urban food deserts, student nutritional instability, and the rising cost of county-funded emergency and social services.
OZY Community Stores (OZY) proposes a County-Wide Sentinel Network. By deploying 15–20 high-efficiency, Veteran-led retail hubs, OZY transitions Washington County from a reactive service model to a proactive infrastructure model. Our objective is to eliminate “Service Waste” by stabilizing the health and safety of residents before they require county-funded intervention.
2. DEMOGRAPHIC IMPACT: FROM CAMPUS TO CANE HILL
OZY’s “Small Footprint” model is engineered to solve specific regional pain points across the county’s diverse population.
For University Students (Fayetteville): * The Challenge: High “hidden” food insecurity and a reliance on high-sodium, processed convenience meals.
The OZY Solution: Satellite “Sentinel” points near student housing provide affordable access to “Food as Medicine” (chemical-free sourdough, local proteins).
Impact: Improved cognitive performance and a reduction in long-term student health liabilities.
For Rural Farm Families (West & South County):
The Challenge: Declining independent retail options and “Agricultural Leakage” where local produce is shipped out of the county while residents buy imported goods.
The OZY Solution: OZY acts as a Guaranteed Local Off-Take. We buy directly from Washington County farmers, keeping 15–25% more revenue at the farm gate.
For Urban Working Families (Springdale Corridor):
The Challenge: Overcrowded transit corridors and limited time to access fresh whole foods.
The OZY Solution: Neighborhood-integrated hubs that reduce “miles traveled,” allowing families to reclaim time and health.
3. FISCAL IMPACT: ELIMINATING “SERVICE WASTE”
Every time a resident suffers a preventable health crisis or a community experiences a security lapse, Washington County taxpayers foot the bill through EMS dispatches, Sheriff’s Office interventions, and indigent care.
A. Emergency Medical Services (EMS) Savings:
A significant percentage of Washington County EMS calls are related to acute complications of chronic, diet-related conditions (hypertension, diabetic distress).
Projected Impact: Systemic access to nutrient-dense food through the Sentinel network is modeled to reduce nutrition-related emergency calls by 14% to 20%.
County Savings: Estimated $1.8M – $3.2M over 5 years in reduced ambulance wear, fuel, and personnel overtime.
B. Law Enforcement & Public Safety:
OZY stores are managed by Military Veterans who serve as “Community Sentinels.”
The Sentinel Presence: Veteran-led hubs act as high-trust anchors. Their presence in underserved areas reduces the frequency of “nuisance” and “vagrancy” calls that currently drain the Washington County Sheriff’s Office resources.
Security Value: A 10% reduction in localized patrol requirements in Sentinel Zones provides a massive qualitative and quantitative return on public safety budgets.
4. WASHINGTON COUNTY ECONOMIC MULTIPLIER (5 & 10 YEARS)
OZY focuses on “Capital Retention”—preventing local dollars from exiting the county to international distributors.
| Category | 5-Year Impact | 10-Year Impact | Primary Driver |
| Direct County Savings | $4.2M | $12.5M | Reduced EMS, Law Enforcement, and Road wear. |
| Agri-Economic Stimulus | $7.5M | $28.0M | Direct-buy revenue for Washington Co. farms. |
| Public Health Liability | $11.0M | $45.0M | Reduction in county-burdened chronic care costs. |
| Total Value Created | $22.7M | $85.5M | Combined savings and economic growth. |
5. INFRASTRUCTURE & DISASTER RESILIENCE
Washington County’s infrastructure is under pressure from rapid growth. OZY’s decentralized model offers two long-term benefits:
Traffic Mitigation: By placing 20 hubs in residential pockets, OZY removes thousands of vehicle miles from the I-49 and Highway 71 corridors, extending the life of county roads.
Emergency Readiness: In the event of severe Ozark weather (ice storms or tornadoes), these 20 Veteran-managed hubs serve as pre-staged, FEMA-ready distribution points, capable of operating independently when centralized systems fail.
6. PROPOSAL & CALL TO ACTION
We propose a Strategic Pilot Program designating Washington County as a “Sentinel County.” We ask for the support of the Quorum Court in:
Zoning Integration: Prioritizing “Small-Footprint Retail” in residential and rural-transition zones.
Veteran Workforce Alignment: Partnering with local Veteran organizations to recruit and train the next generation of Washington County Sentinels.
OZY Community Stores: Securing Washington County. Empowering Our Veterans. Feeding Our Future.
