PROSPECTUS: The Sentinel Workforce Integration Project (2026)

To: Strategic Planning Office, U.S. Department of Veterans Affairs

Proposal: A High-Retention, Resident-Entrepreneurship Pathway for Transitioning Service Members.

I. Executive Alignment: The “Veterans First” Mission

The OZY Sentinel model directly addresses three “Critical Priority Areas” identified in the VA’s FY 2026 Annual Evaluation Plan:

  1. Economic Security: Transitioning from “subsistence” to “ownership” via a turn-key business and housing model.

  2. Social Connection: Combatting the “Isolation Gap” by placing Veterans in high-visibility, mentorship-driven community leadership roles.

  3. Mental Health & Wellness: Providing a “Mission-First” environment that reduces the risk factors associated with homelessness and suicide during the first 365 days post-separation (VA Solid Start alignment).

II. The “Resident-Sentinel” Career Path

Unlike traditional vocational placements, the Sentinel role is a hybrid of Entrepreneurship and Public Safety.

  • The Benefit: A Veteran is placed in a “Sentinel House”—a 2,500 sq ft residence with an integrated 1,000 sq ft community store.

  • The Role: The Veteran manages the store (farm-direct logistics) and the “Educational Loft,” serving as a neighborhood mentor and security presence.

  • The Compensation: Profit-sharing from a high-margin retail node ($84k+ annual net projection) plus a zero-cost, high-quality residence.

III. Integration with VA Programs

We propose a “Parallel Processing” pipeline for 2026:

  • VR&E (Chapter 31): Utilize the new FAST VETS Act (2026) flexibility to approve the “Sentinel House” as a qualified “Individualized Vocational Rehabilitation Plan.”

  • SBA “Boots to Business”: Integration of OZY-specific training into the transition modules, specifically focusing on the Revenue Readiness 6-week course.

  • VET-TEC & GI Bill: Funding for the “Sentinel Academy” to certify Veterans in food safety, financial literacy, and community-based de-escalation.

IV. The “Nutritional Infrastructure” Dividend

By partnering with OZY, the VA gains 35,000 decentralized “Well-Care Nodes.”

  • The “Sentinel Effect”: A measurable reduction in local crime and an increase in neighborhood cohesion wherever a Veteran is stationed.

  • Health Outcomes: Sentinels facilitate “Seed-to-Table” cooking classes in their lofts, directly impacting the metabolic health of the 9.2 million Veterans enrolled in VA health care.

V. 2026 Pilot Strategy: “The Missouri 500”

We request a pilot designation in the State of Missouri to transition 500 high-risk/high-potential service members directly into OZY stores.

  • VA Goal: Eliminate food deserts in Missouri LILA zones.

  • VA Metric: Track 5-year retention and mental health outcomes of Missouri Sentinels vs. traditional job placements.

“This is not just a job; it is a permanent station of leadership in the American neighborhood.”
