WHITE PAPER & STRATEGIC PROPOSAL
TO: The Honorable J. Kevin Stitt, Governor of Oklahoma
FROM: Strategic Planning Division, Ozy Community Stores
DATE: October 24, 2024
SUBJECT: The Oklahoma Sentinel Initiative: Securing Food Sovereignty and Economic Vitality through Veteran-Led Retail
1. EXECUTIVE SUMMARY
Oklahoma is defined by its agricultural heritage and its unique status as home to 39 Sovereign Nations. However, the state currently faces a quiet crisis: over 15% of Oklahomans live in food deserts, and the state ranks among the highest in the nation for food insecurity.
Ozy Community Stores (Ozy) proposes the Oklahoma Sentinel Initiative. By deploying agile, Veteran-led retail hubs, Ozy creates a direct bridge between Oklahoma’s world-class ranchers and farmers and the “Last Mile” residents in underserved rural and Tribal areas. Our model ensures that the wealth of Oklahoma’s land stays within Oklahoma’s borders.
2. THE OKLAHOMA CHALLENGE
A. Tribal Food Sovereignty: Many Oklahomans within Tribal jurisdictions live in “Low-Income, Low-Access” (LILA) areas. Dependence on processed, imported calories has led to disproportionately high rates of metabolic disease within Native American communities. B. The Rancher’s Bottleneck: Small-to-mid-sized Oklahoma ranchers often struggle to find local retail outlets for their grass-fed beef and bison, forced instead into low-margin contracts with national packing plants. C. Rural Economic Erosion: As “Big Box” stores consolidate in Oklahoma City and Tulsa, rural Main Streets are hollowed out, leaving residents with only “dollar store” nutrition options.
3. THE OZY SOLUTION: THE “SENTINEL” MODEL
Ozy Community Stores are designed to function as “The Neighborhood Pantry”—a high-trust, high-quality retail environment.
Pillar I: Supporting the Oklahoma Producer (Ranchers & Farmers) Ozy bypasses national supply chains to buy directly from the source.
The “State-to-Shelf” Pipeline: We prioritize Oklahoma-grown beef, bison, seasonal produce, and heritage grains.
Micro-Logistics: Ozy acts as a localized distribution hub for mid-sized ranchers who don’t have the volume to satisfy national grocers but produce superior, chemical-free protein.
Pillar II: Empowering Tribal Communities Ozy stores are designed to be culturally and geographically agile.
Community-Led Growth: We seek to partner with Tribal leadership to place stores in areas that serve as “Community Sentinels,” providing safe, reliable access to “Food as Medicine.”
Health Outcomes: By offering nutrient-dense, whole foods (grass-fed tallow, sourdough, local honey), we provide a structural solution to the diabetes and heart disease epidemic.
Pillar III: Veteran Leadership Oklahoma has one of the highest per-capita Veteran populations in the country.
High-Purpose Employment: Every Ozy store is managed by a Veteran, utilizing their logistics training and commitment to service to stabilize and protect the local community.
4. IMPACT PROJECTIONS FOR THE SOONER STATE
By implementing the Ozy Model, Oklahoma can achieve:
Retention of Agricultural Wealth: Keeps an estimated $20M+ in capital within the state by supporting local Oklahoma producers rather than out-of-state distributors.
Public Health Savings: A measurable reduction in state-funded healthcare costs as residents transition from “toxic” convenience diets to nutrient-dense local foods.
Rural Revitalization: Transforming vacant storefronts in depressed areas into high-traffic economic anchors that increase local property values and tax revenue.
5. RECOMMENDATION: THE SOONER SENTINEL PILOT
We propose a Public-Private Partnership (PPP) to pilot the Oklahoma Sentinel Initiative:
Direct-Buy Integration: Partner with the Oklahoma Department of Agriculture, Food, and Forestry (ODAFF) to identify 40 “Certified Oklahoma” producers to anchor the Ozy supply chain.
Strategic Site Selection: Deploy 15 Veteran-led stores across a mix of rural “Panhandle” corridors and underserved Tribal lands.
Incentivized Access: Work with state and Tribal health authorities to integrate “Food as Medicine” vouchers into local wellness programs.
Ozy Community Stores: Empowering Oklahomans to Feed Oklahoma.
